This is a convenience method that creates an instance of the DBClusterParameterGroup.Builder avoiding the need to create one manually via DBClusterParameterGroup.builder() .

When the Consumer completes, SdkBuilder.build() is called immediately and its result is passed to #dbClusterParameterGroups(List).
